This Circular is issued pursuant to the Single Audit Act of 1984, P.L. 98-502, and the Single Audit Act Amendments of 1996, P.L. 104-156. It sets forth standards for obtaining consistency and uniformity among Federal agencies for the audit of States, local governments, and non-profit organizations expending Federal awards.
Payments to Consultants and Salary Limitations
National Science Foundation
As of March 15, 2006, the NSF maximum rate of consultant pay has been eliminated. The maximum rate will still apply if you received a standard grant funded prior to March 15th. Additional information is available at www.nsf.gov/bfa/dias/policy/docs/consultantfaqs06.pdf
National Institutes of Health
Every year since 1990 Congress has legislatively mandated a provision limiting the direct salary that an individual may receive under an NIH grant. For FY 2007, Public Law 110-005: Revised Continuing Appropriations Resolution, 2007 extends the legislative provisions provided in the FY 2006 Appropriations Act (Public Law 109-149) through the end of FY2007. Therefore the provision that restricts the amount of direct salary to Executive Level I of the Federal Executive Pay scale continues through FY2007. The Executive Level I annual salary rate was $183,500 for the period January 1 through December 31, 2006. Effective January 1, 2007, the Executive Level I salary level increased to $186,600.

Resubmission Limitations – NIH
NIH will not consider a third resubmission (A3) or higher to any application for extramural support. However, there is no time limit for the submission of the first and second resubmissions (A1 and A2).
