The speaker will be Dr. David Shirk, director of the Trans-Border Institute (TBI) at the University of San Diego, who will present "The Rule of Law in Mexico and the Border."

The CAE was established at the University in October 2006 with the goal of educating the next generation of national security and intelligence leaders as well as leaders for the global economy at large. The center focuses on broadening the skill sets of students through research, team communication and advanced interdisciplinary studies.
The CAE is scheduled to offer an undergraduate minor in global security studies and leadership fall 2007 and in fall 2008 a Master of Arts in interdisciplinary studies in global security studies and leadership.
The CAE will also offer UTPA students the opportunity to study abroad and attend a Leadership Academy in Washington, D.C. with expenses paid, to work as research assistants and with visiting scholars, and have access to paid government internships.
