The SECC, the only statutorily-authorized workplace campaign for state agency and higher education employees throughout Texas, allows state employees to make a difference for others year round. The SECC enables employees of the state of Texas to make a contribution to many local, state, national and international charities through the convenience of payroll deduction or a one-time donation through a check.
Last year, state employees in the Rio Grande Valley contributed more than $167,000 to the statewide campaign. UTPA employees generously donated $13,614 to charities around the globe. The goal for UTPA this year is $20,000.
One of the great benefits of the SECC is the wide variety of charities and causes represented. The list of charities ranges from small local organizations to large and well-known national and international groups. Those charities that wish to participate must meet stringent legal requirements, and then be scrutinized by teams of state employees to ensure the following: they are recognized by the IRS as 501(c)(3) non-profit organizations and registered with the Secretary of State; they are audited (or reviewed) annually by an accountant in accordance with generally-accepted auditing standards; they provide direct or indirect health and human services; and they spend no more than 25 percent of funds raised on administration and fundraising unless they qualify for an exception due to special circumstances.
State legislation created the SECC in 1993. Since then many employees of state agencies, junior and community colleges, and universities throughout Texas have taken the opportunity to support their favorite charities through this annual workplace giving campaign which features the convenience of payroll deduction.
