HESTEC was developed in 2002 by UTPA in conjunction with the office of Congressman Rubén Hinojosa (TX-15). Since its inception, the initiative has reached more than 50,000 children, college students, parents and educators who have participated in workshops, hands-on competitions, exhibits and other activities. Distinguished leaders in the fields of science and technology who have participated include Michael Dell, founder and chairman of the board of Dell Computers; Robert Stevens, CEO and president of Lockheed Martin; Melendy Lovett, president of Educational and Productivity Solutions for Texas Instruments; and Edward Whitacre, chairman and CEO of SBC Communications. These individuals have joined other world-class sponsors such as Boeing, Ford Motor Company, U.S. Department of Energy and NASA in relaying the importance of science literacy through many innovative HESTEC events. In addition, partnerships developed through HESTEC have raised more than $1.4 million in scholarship funds for UTPA students.

Yudof presents Sylvia Adalpe, associate director of CoSERVE in the Division of External Affairs, with the Chancellor's Best Practices and Innovations Award in the area of external communications for UTPA's annual HESTEC Week. Adalpe accepted the award on behalf of the Division of External Affairs at UTPA.|
The Chancellor’s Best Practices and Innovations Award was initiated for the first time this year at the annual UT System Seminar held for professional staff members at UT System institutions who are engaged in development and advancement services, public affairs and communications, and government relations. The award represents an effort to recognize best practices and innovations in UT System institutions.
According to Anthony P. de Bruyn, assistant director for Public Affairs for the University of Texas System Administration, this year’s award recipients were selected by a UT System administration committee to reward work “they considered, in their opinion, to be meritorious.” Awards were also presented in the areas of ongoing and single issue media outreach, internal communications, and development in both the health and academic arenas.
