The University of Texas-Pan American has named its next vice president for business affairs Martin V. Baylor, associate vice president for budget and resource planning, from The University of Texas at Dallas.
"Mr. Baylor comes to us from The University of Texas at Dallas and has considerable experience with a broad range of Business Affairs functions as well as experience with the UT System and the state of Texas. He is excited about joining the UT Pan American family," Dr. Robert S. Nelsen, UTPA president, announced in a memo to the University community on Tuesday, July 6.
"We are extremely fortunate to have had such an outstanding pool of candidates and especially fortunate to have acquired the talents of Mr. Baylor. I am very grateful to the Search Committee and to all who provided input during the process," he added.
Baylor was one of four candidates interviewed for the position in June after a nationwide search. He will lead UTPA's Division of Business Affairs, which is responsible for addressing the business and finance needs of the University community and a $243.8 million budget. He is expected to take the leadership role Aug. 23.
"I was so delighted to get the offer. I couldn't have asked for a more wonderful opportunity," Baylor said.
As for what is on his agenda when he arrives on campus, Baylor said he will immediately review several concerns raised to him during his campus visit on June 25 regarding process improvement, in addition to meeting members of the Division of Business Affairs team.
"My initial goal is getting to know my team and the great folks working in business affairs. It is becoming very clear that there is a great team throughout the business affairs organization," Baylor said.
Since the announcement of his appointment, Baylor said he has received many congratulatory and welcome notes from individuals on campus. He said he is looking forward to working with Nelsen and all members of the UTPA community.
"I just can't wait to hit the ground running," he said.
At UTD, Baylor, who serves as the principal budget advisor, implements and manages the university's budget and strategic goals and provides forecasts to the president and administration. His responsibilities include budget and resource planning, business services and parking and transportation.
Baylor, a certified Transactional Lean Facilitator, is responsible for managing and monitoring the debt capacity for the university, which includes approximately $250 million of construction projects during the past two years.
He earned his MBA from Baylor University-Dallas Campus and a bachelor's degree from Illinois State University. He previously worked in the business and finance areas at The University of Texas at San Antonio, Baylor College of Dentistry, and UT Southwestern Medical Center at Dallas.
Baylor will succeed the current Vice President for Business Affairs James R. Langabeer who announced his retirement in February 2010 after 21 years of service to UTPA. He will officially retire Aug. 31.
