The University of Texas-Pan American recently announced the appointment of Dr. Calvin D. Phillips to fill the position of associate vice president and dean of students in the Division of Enrollment and Student Services. He started his job on Aug. 1.
Phillips most recently served since 2006 as associate vice chancellor for Student Affairs at Winston-Salem State University in Winston-Salem, N.C., one of 105 Historically Black College or Universities (HBCU) nationwide as designated by the Higher Education Act of 1965. He was one of three finalists for the position after an extensive national search.
"Dr. Phillips believes in providing an environment that fosters the intellectual, psychological, physical, social and career development of college students. He believes that we should educate the whole person in their time here at UTPA," McMillan said.
At Winston-Salem, Phillips oversaw the university's counseling center, student health services, housing and residence life and judicial affairs and was responsible for crisis, human resources and facility management; strategic and budgetary planning; program and professional development; and assessment of initiatives. In addition he oversaw the full accreditation of Winston-Salem's student health services from the Association for Ambulatory Health Care, Inc., the first HBCU nationwide to obtain this accreditation.
Phillips said he was attracted to the position at UTPA due to a number of factors.
"I would have to say I was interested in the position because of the areas of responsibilities, the quality of academic programs at this institution and the students that The University of Texas-Pan American attracts," he said.
In his role at UTPA, Phillips will oversee the following departments: Student Development, Residence Life, Student Health Services, Wellness and Recreational Sports Complex, Student Life and Transition Services, Child Development Center and the Student Union.
Phillips said he looks forward to working toward accomplishing his short and long term goals as dean.
"I want to create a co-curriculum and services that will help retain and graduate our students. I also want to ensure that our division utilizes best practices in the field which in turn will provide quality services to our students," he said.
Phillips earned his Bachelor of Science in Secondary Education Social Studies in 1988 from Oklahoma State University; his Master of Arts in Student Personnel in 1991 from Slippery Rock University of Pennsylvania; and his Doctorate of Education in Administration and Leadership Studies in 1992 from Indiana University of Pennsylvania in 2002.
While at Winston-Salem, he also served as an adjunct professor teaching freshman seminar. Prior to that, from 2003 to 2006, he was an assistant professor in the Department of Educational Leadership, Counseling and Postsecondary Education at the University of Northern Iowa. He also served in increasingly responsible administrative positions in the area of student and enrollment services at Shippensburg University in Pennsylvania from 1993-1998.
He is a member of a number of professional organizations including the American College Personnel Association and the National Association of Student Personnel Administrators and is a frequent presenter at professional organization conferences on topics related to student affairs administration.
Phillips said he enjoys reading and spending time with his wife Dr. Sharia K. Phillips and four sons ages five, four, three and two. He also has a daughter age 13 who lives in Indianapolis, Ind. His wife will teach this next academic year in the Department of English at UTPA.
