State Employee Charitable Campaign underway at UTPA until Oct. 15

Employees at The University of Texas-Pan American have an opportunity to make a difference in the lives of others through the State Employee Charitable Campaign (SECC) which kicked off its annual effort Oct. 1 at the University.

The SECC, the only statutorily-authorized workplace campaign for state agency and higher education employees throughout Texas, enables employees of the state of Texas to make a contribution to local, state, nation and international charities through the convenience of payroll deduction or a one-time donation through a check. The 2007 SECC campaign will run through Oct. 15.

According to this year's SECC campus coordinator Janette Garcia, a UTPA human resources representative, last year UTPA employees donated $20,103.12 with 152 participants to charities locally and around the world. Meeting with UTPA SECC campaign committee members Oct. 2, Garcia said this year's goal is to reach 200 participants.

"SECC offers the ease of payroll deduction for your contribution. Many contributors find their donation amount has little to no impact on their monthly paycheck. Most importantly, they become a part of a life-changing experience to those who need our help the most," she said.

Those charities that wish to participate in the SECC must meet stringent legal requirements, and then be scrutinized by teams of state employees to ensure the following: they are recognized by the IRS as 501(c)(3) non-profit organizations and registered with the Secretary of State; they are audited (or reviewed) annually by an accountant in accordance with generally-accepted auditing standards; they provide direct or indirect health and human services; and they spend no more than 25 percent of funds raised on administration and fundraising unless they qualify for an exception due to special circumstances.

This year, the Department of Human Resources, which oversees UTPA's campaign, has made it even more convenient for contributors. The SECC forms and listing of all eligible charities are now available online through the human resources Web site at At this link, employees will be able to view an SECC presentation, the contribution form, and the 2007-2008 campaign brochure listing the local, state and national charities. In addition a sample contribution form is included to guide a person in completing the form correctly.
