The Historically Underutilized Business (HUB) Program Office has the following general responsibilities:

  • To encourage and assist participation in University procurement by historically underutilized businesses.
  • To reaffirm UTPA’s commitment to the principles of equal opportunity for all businesses and to act affirmatively to encourage and assist historically underutilized businesses to participate in the University's procurement process.
  • To support and assist the historically underutilized businesses in the Rio Grande Valley and the UTPA service area in becoming familiar with the procurement process at UTPA and to support growth and new business opportunities in the local area, thereby promoting the region's economic development.
  • To expand the number of suppliers and contractors for procurement, further encouraging competition, with the goal of improved economies in university purchasing.
  • To heighten awareness throughout the University community of the capabilities of historically underutilized businesses that are able to respond to the needs of UTPA and that can deliver the goods and services required by UTPA.
  • Provide training workshops to historically underutilized businesses as well as other businesses as part of UTPA’s commitment to stimulate growth and development;
  • Assist eligible applicants with the HUB certification process;
  • Maintain an accurate reporting system and report state expenditures and payment information regarding HUB utilization during each fiscal year as required;
  • Develop a Mentor-Protégé process that enhances relationships between prime contractors and HUB vendors;
  • Provide lists of qualified HUBs to campus departments;
  • Develop HUB Subcontracting Plans for all contracts over $100,000 to ensure equal opportunities for HUBs;
  • Provide certification packets and information to non-certified HUBs regarding the benefits of HUB certification;
  • Advertise contract opportunities to all HUBs;
  • Assist the Purchasing Department and campus departments with good faith effort requirements;
  • Monitor buyer performance as it relates to HUB program goals;
  • Maintain a program of forums for hearing HUB presentations regarding their capacity to do business with UTPA.
