Texas
Government Code,
Chapter 2161, Subchapter B, Section 2161.066, requires the Texas
Building and Procurement Commission (TBPC) to design a program of forums
in which HUBs are invited by state agencies, including institutions of
higher education, to deliver technical and business presentations that
demonstrate their capability to do business with the agency:
to senior
managers and procurement personnel at state agencies that acquire
goods and services of a type supplied by the HUB; and
to contractors
with the State who may be subcontracting for goods and services of a
type supplied by HUBs.
The
statute requires that these forums be held at state agency offices.
State agencies with a biennial appropriation that exceeds $10 million
shall participate in the program by sending senior managers and
procurement personnel to attend relevant presentations and by informing
the agency’s contractors about presentations that may be relevant to
anticipated subcontracting opportunities.
Furthermore, each state agency that has a HUB coordinator is required 1)
to design its own program; 2) to model the program to the extent
appropriate on the program developed by the TBPC; and 3) to sponsor
presentations by HUBs at the agency. The TBPC and each state agency are
to aggressively identify and notify individual HUBs regarding
opportunities to make a presentation on the types of goods and services
supplied by the HUB and are to advertise such opportunities in
appropriate trade publications that target HUBs.
The
University of Texas-Pan American has designed its own program of HUB
forums and is complying with the above legislative mandates. Sponsored
HUB forums held throughout the year will bring HUB certified suppliers
and service providers to the UT-Pan American campus to meet with
departments. Departments are to send representatives that are involved
in the procurement process whether through the normal purchasing process
or the Small Purchase Order or Procurement Card Systems (as applicable).
