Bill Toti is vice president of Integrated Support Solutions (ISS) for Raytheon Technical Services Company (RTSC) LLC, a wholly owned subsidiary of Raytheon Company. With more than 9,000 employees and $2.6 billion in annual revenue, RTSC provides mission support, training, counterproliferation and counterterrorism services, range operations, product support, homeland security solutions, and customized engineering services for defense, federal and commercial customers worldwide. Mr. Toti was appointed to his current position in March 2009.

With employees at nearly 200 locations in almost 30 countries, ISS is a $1.3 billion business unit that supports systems and products from design to deployment. It provides a wide range of capabilities, including engineering services, integrated logistics support, software development, training, maintenance, installation operations, and integration services for U.S. and international customers. It also provides support of instrumented range sensor systems, and associated range and base operations services, as well as science support. ISS also executes programs to support remote logistics, supply-chain management, classified operations, and maintenance operations. In his current capacity, Mr. Toti also serves on the Board of Managers of JT3, a Raytheon/EG&G joint venture.

Prior to his current position, Mr. Toti served for more than 26 years in the United States Navy. His major assignments include command of Fleet Antisubmarine Warfare Command in Norfolk, Virginia, where he authored Full Spectrum ASW and the Navy’s Global ASW Concept of Operations, as commodore of Submarine Squadron 3, and as commanding officer of the nuclear fast attack submarine USS Indianapolis (SSN 697). He also served for more than nine years in the Pentagon, including a tour as representative to the Joint Requirements Oversight Council and as deputy director of the Navy War Plans Cell, Deep Blue. His experiences during the September 11th attack on the Pentagon were incorporated into the book Operation Homecoming, published by Random House. He is a seven-time recipient of the Legion of Merit.

Mr. Toti holds a bachelor's degree in physics from the US Naval Academy, a master's degree in spacecraft systems engineering, and the pre-doctoral Electrical Engineer degree from the Naval Postgraduate School. He served as a 1996 Federal Executive Fellow at the Brookings Institution specializing in Asian political-military affairs, and as a Massachusetts Institute of Technology Seminar XXI Fellow in International Affairs. He has more than 20 published articles and op-ed pieces, and was the U.S. Naval Institute author of the year in 2001. He is also an honorary survivor of the World War II cruiser, USS Indianapolis (CA 35). He is a member of the National Defense Industrial Association, the Naval Institute, the Navy League, is a lifetime member of the National Eagle Scouts Association, and is a recipient of the Boy Scouts of America Honor Medal.
