Born in 1922 in Laredo, Texas, Ramiro Casso grew up in the context of severe economic hardship and political turmoil. Casso is best known for his contribution to educational reform along the Texas Mexico border. He was particularly disturbed by the persistence of racist policies that governed the public schools. In 1948, Casso was part of a delegation of LULAC members that effectively brokered the successful end of the Delgado v. Bastrop case that ended the legal segregation of Mexican American children in Texas public schools six years before the landmark Brown v. Board of Education case of 1954.
