The Center for Border Economic Studies (CBEST) was established in October, 2001, when the Economic Development Administration (EDA) of the United States Department of Commerce approved a financial assistance award of $1 million to support "the creation of a community-based public policy studies center that will focus on sustainable economic development of the Texas-Mexico border region."

CBEST is a public policy research unit dedicated to the study of problems unique to the U.S./Mexico border economy. Its research efforts are directed at publishing working papers and technical reports that encompass a wide array of economic and socio-economic issues. The Center also publishes a quarterly newsletter, Border Business Briefs, of economic indicators in the Lower Rio Grande Valley as well as an annual forecast of these indicators.
